I am not sure if it is the same for the southern hemisphere or not. You will see the cherry blossom trees on your island and when you shake them, petals will fall down. Sadly you cannot grab those petals, which makes them harder to farm. Run around your island and you should see a cherry blossom petal floating around every now and then, sort of like a bug. Since it is like a bug, pull out your net and catch it like one. If you don’t miss, you will have yourself a cherry blossom petal. Now you can run around and look for them.As for recipes you will have to find them in balloons and from other residents. I got a cherry blossom pond stone and a picnic set from the residents on my island. I think one came from Isabella actually. Hopefully with the increased balloon count from the egg event you can find more recipes around. Just keep running around and you will stack up your cherry blossom petals in no time. Just remember that it only lasts for 10 days, don’t want to miss any cool recipes.
