Before you are able to do this you must first reach level 8 with your Agency. Once you’ve done so you can go to Operations and use the Global Conflict mode. This feature lets you send your Agents on various missions around the world to unlock items. Initially you only have access to East Asia, a region that contains 4 different areas that you can explore.
If you want to unlock Region Keys you have to complete a region. You need to send an Agent to each of the areas within a region and successfully complete the mission there.
