Tp upgrade your blueprints you will need a few things. First you will need to be at a craftmaster. You can find them in most major hubs and sometimes in the minor ones and windmills. They have a wrench and hammer icon over their person in camps.

Talk to them and the second tab is upgrade, this is where you upgrade your mods. Scroll over the mod and you will see what is needed to upgrade. Normally you need some sort of infected trophy, one other crafting thing, and then some cash. Each upgrade will add damage or duration, or give some other buff to your item that you upgrade.
