There are a couple ways to get a bow in Dying Light 2 but both require time. I started seeing bows at shops like the Bazaar and the PK HQ selling bows from time to time when I go to player rank 3. They weren’t common, but I did find a couple during my playthrough. They are normally artifact level and very expensive.
The second option is to keep going through the story. As you progress you and Hakon will get into trouble with an enemy sniper who has a crossbow. You might be able to get lucky and find them in dark zones and in certain supply caches, but I wouldn’t count on it.
