Before you’re able to unlock Broly as an Instructor in Dragon Ball Xenoverse 2 you must beat him in the story. He appears a few times but if you make sure you’ve completed past the Buu Saga, you should have progressed enough. Once you’ve beaten Broly in the story mode he appears in Conton City. You must have reached God Rank before you’re able to train with him, he does not appear before that.
If you check the image above, that is his location. He can be found hovering about the area where you collect Parallel Quests, in between there at the World Tournament area. You have to fly pretty close but when you do Broly will attack you. You don’t get a choice so make sure you have your best preset on. Take down Broly and you will return to Conton City. Now you have to refresh the city to make Broly available as an Instructor. You can either do a quick mission or just create a Parallel Quest lobby and then leave to load back into the city.
