Once you have access to World Tier 3 make sure you are in World Tier 3 and then wait for an event to start. You are waiting for the Helltide event. During The Helltide Rises events part of the map becomes blood red and new enemies spawn there. They last for 30-40 minutes. You’re usually meant to farm the enemies inside for a special currency and then use that currency to open chests.
