You will need the teleport ability to get this one, which you get from the main mission. When you can teleport, head here on the map and go through the portal. On the top you will find the reel on a blue pillow.
The target is found here on the map. She is an invisible sniper who moves around quite a bit. I started her on fire and she wasn’t a problem from there.
There is a crystal you need to break near a water wheel that will get the wheel moving. This will reveal a target that you can shoot. I don’t know if you need to use lightning bullets or not, but I did and that opened the door. The chest is inside.
The first part of the saga can be found here on the map. You will need the ability to bust through the crystals to access it. Progress a bit further into the story from here to unlock that skill.
