How To Unlock All Tools In Assassin’s Creed Mirage
You unlock the Throwing Dagger through the main story, during the mission A New Beginning. It’s part of the introduction tutorial, about 45 minutes into the game. You can’t miss it. Once you have that, you need to continue with the main story before upgrading other tools becomes available.
After you assassinate your first Order member, completing one of the Investigations, you will need to return to the bureau to progress with the main story. At this point you will be told you can upgrade your tools at any bureau desk. From this point forward, you will be able to unlock tools freely, using skill points. You must first unlock the tool at the bureau before you are able to upgrade the tool from your inventory.
